It's best to placeR$1 bets which give you the maximum odds of winning. The roulette wheel has 36 numbers from 0-36. In all versions of the game, the highest number on the roulette wheel is 36. This is true for American roulette, which has 38 pockets (including zero and double zero), as well as European and French roulette, which have 37 pockets (including zero).
